CHIEF ENGINEER

 

The Mahoning Valley Sanitary District, a political subdivision of the State of Ohio located at 1181 Ohltown-McDonald Road, Mineral Ridge, Ohio 44440 is currently seeking qualified candidates for the position of Chief Engineer. Accepting applications until July 30, 2021.

Job Summary:

 The Chief Engineer is the superintendent of all works and improvements of the Mahoning Valley Sanitary District who reports to the District’s Board of Directors. The duties include oversight of management, operations and maintenance of a Class IV water treatment facility presently pumping 24 mgd with a capacity of 60 mgd. This position manages a staff of fifty-three (53) or more employees. The Mahoning Valley Sanitary District provides water to its member cities of Youngstown and Niles and by contract to McDonald, who resell the water to approximately 220,000 end users. Conventional lime-soda softening of surface water is implemented with distribution and storage for the two member cities.

Qualifications:

  • A minimum of seven (7) years’ experience as a Registered Professional Engineer (PE).

  • A minimum of four (4) years in a management capacity, or an equivalent combination of education, training and experience.

  • A professional engineer’s license is required.

  • Experience in the water industry is desirable.

  • Knowledge of civil, hydraulic, and environmental engineering methods and practices is preferred.

  • Experience with budget preparation and monitoring, development of capital improvement plans, purchasing and financial transactions and preparation of reports.

  • Experience with project management on major water utility projects.

  • An Ohio EPA Class IV or Class III Water Supply Operator Certification is preferred, but not required.

PROJECT MANAGER

 

The Mahoning Valley Sanitary District, a political subdivision of the State of Ohio located at 1181 Ohltown-McDonald Road, Mineral Ridge, Ohio 44440 is currently seeking qualified candidates for the position of Project Manager.

Job Summary:

Under the general direction of the Chief Engineer, manages day to day operational and tactical aspects of multiple construction projects; identifies, researches, and recommends project needs, plans, and scope of work. Drafts requests for proposals; assists in selecting contractors; oversees and monitors work performed by contractors to ensure that contract plans, scope and specifications are being followed. Oversees project inspections; interprets, contracts, resolves conflicts, and negotiates contract changes as appropriate; reviews and recommends invoices for payment. Tracks and controls construction schedule and associated costs to achieve completion of projects within time and monies allocated. Projects changes in scope and revenue. Is responsible for proper administration of construction contracts and for obtaining all necessary permits and licenses. Manage all construction & perform constructability review. Must have stellar communication skills, problem-solving and critical thinking skills to manage complex projects, assess and address complications, and anticipate/resolve potential roadblocks before they occur.

Qualifications:

  • A minimum of Five (5) years’ experiences as progressive construction inspection and management experience of large public capital improvement project.

  • The ability to obtain an Ohio EPA Class I Water Supply Operator Certification.

  • The ability to obtain a Construction Manager in Training Certification (CMIT) or Certified Construction Manager (CCM).

  • Experience in the water industry is desirable.

  • Knowledge of civil, hydraulic, and environmental engineering methods and practices is preferred.

  • Experience with budget preparation and monitoring, development of capital improvement plans, purchasing and financial transactions and preparation of reports.

  • Preparation of and consultant request of proposals (RFPs), negotiation of consultant level of effort.

  • Experience with project manager on major water utility projects.
