NOTICE TO BIDDERS
Sealed bids will be received by the Board of Directors, Mahoning Valley Sanitary District (MVSD), in the Chief Engineer’s Office located at 1181 Ohltown-McDonald Road, Mineral Ridge, Ohio at 2:00 p.m., local time, on September 14, 2010 , and at that time publicly opened and read. The Project is the:
Rapid Mix, Flocculation, Settling Basin and
Recarbonation Improvements Project
The purpose of this project is to demolish existing structures located on the Project Site, and construct new structures and install new water treatment equipment with associated electrical components.
Contract Documents may be obtained from ms consultants, inc. environmental office at 333 Federal Street Youngstown, Ohio 44503. For questions regarding this notice contact ms consultants at 330-744-1790. Delivery of Contract Documents will be made by a commercial delivery service after receipt of payment. Orders for Contract Documents that are to be delivered by U.S. Postal Service or other carriers will not be accepted after five days prior to the bid date. Notice: Each bidder must be a registered plan holder with ms consultants, inc. to be eligible to submit a bid for this project.
The cost for each set of Contract Documents is $250.00, non-refundable if picked up and $300.00 if mailed. The check for Contract Documents shall be made payable to ms consultants, inc.
There will a Pre-bid Conference on Wednesday, August 25, 2010 , at 10:00 a.m. in the Filter Building Conference Room, the Mahoning Valley Sanitary District, 1181 Ohltown-McDonald Road, S.E., Mineral Ridge, Ohio 44440.
Bids shall be on a lump sum basis and shall be in writing on the bid proposal schedule included in the Contract Documents.
Each bidder is required to furnish with its proposal a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
Each bidder is required to read the Contract Documents and make a complete review of the design drawings as part of bid preparation.
Each bid proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence showing its experience in working on Water Treatment Plants of similar size and complexity. The submission of a bid shall be considered evidence that the bidder has examined the site and is satisfied as to the condition to be encountered in performing the Work and as to the requirements of the Contract Documents.
All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor’s Executive Order of 1972, and the Governor’s Executive Order 84-9 shall be required.
Contract award under this invitation for bids is contingent on receiving a loan from the Ohio EPA Water Supply Revolving Loan Account (WSRLA) and funds from Ohio Water Development Authority (OWDA). Neither the Ohio EPA, the Ohio Water Development Authority, nor the U.S. EPA nor any of their departments or employees are or will be party to this invitation for bids or any resulting contract.
This procurement is subject to the Ohio EPA WSRLA Program Requirements that include Disadvantaged Business Enterprise (DBE) Utilization, Federal Violating Facilities, Small Businesses in Rural Areas, Buy American, Davis-Bacon Wage Rate, and Executive Order No. 12549 Certification Regarding Debarment, Suspension and Other Responsibility Matters.
Bidders on this Work must be prepared to comply with the Equal Employment and Affirmative Action requirements of Executive Order 11246, as needed. The requirements for Bidders and Contractors under this order and its implementing regulations are set forth in the Project Manual.
The Board of Directors, MVSD reserves the right to accept or reject any and/or all bids, to waive any informality in the bidding, and to enter into a contract with the bidder, who, in the opinion of MVSD, offers the lowest responsive and responsible bid.
Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, or national origin.
